Farm System

A. Each GM will have the ability to maintain a “Farm System”. A Minor League player is any player who has yet to exhaust his rookie eligibility.

B. To qualify as a Minor League player, he must still have his rookie eligibility and must be signed by a Major League team.  Professional international players who are at least 23 years and have played in professional leagues (those in Japan, Korea, Taiwan and Cuba apply) are excluded from the MiLB.  A hitter exhausts his rookie eligibility by having more than 130 career at-bats in the Majors. A pitcher exhausts his rookie eligibility by having pitched more than fifty (50) career innings for a Major League team (or 25IP as a reliever only with no games started).

C. GM’s are allowed to keep Minor Leaguers (“Farm Keepers”) on his or her active Major League roster for up to 2 full season AFTER the season in which the player exhausts his rookie eligibility. A full season is a season in which the player has reached or exceeded the equivalent of rookie eligibility. A player MUST be brought up through a Minor League system in order to retain this “free” keeper year.

D. “Farm Keepers” do NOT count towards the ten (10) allotted Major League Keepers each GM is allowed. These “Farm Keepers” will be taken with the last picks in the Major League draft for their first keeper year and in the 15th round (slotting up 14th, 13th, etc if more than one) for their second keeper year.

E. A GM may call-up and send-down a Minor League player through the year after the player's rookie season. There is no limit to how many times a manager can call-up and send-down a MiLB player, but they will count as normal moves and towards the annual limit.

F. A player will retain his “Farm Keeper” year even if he is traded from one GM’s roster to another. However, once the “Farm Keeper” is released, he becomes an active Major Leaguer and can be claimed by any other GM, but the player will no longer retain his “Farm Keeper” status and the player will be like any other Major Leaguer.

G. There will be no Minor League drop/adds during the season.  Any players not selected in the pre-season Minor League draft are ineligible to be added to any team's minor league roster until the following minor league draft.  If a Minor League player is not selected by any owner in the Minor League Draft and gets promoted to the Major Leagues, he shall be treated as a Major League Free Agent.  Players on an owner's Minor League roster may, however, be traded.

H. The Minor League draft order will be determined by the order of playoff results, (7-8-9-10-11-12-6-5-4-3-2-1). The Minor League draft will be held in a “Straight Order” draft. There will be 4 rounds per year with a total of 48 players being drafted.

I. Apparently any player who still has MiLB eligibility and is on someone's roster at the end of the previous year, the manager HAS to make it known that they ARE keeping that player.
